Emblemat pochodzi z pieczęci stanowej, ustanowionej w 1902 roku. Pelikan jest narodowym ptakiem Luizjany. Zwierzę karmiące pisklęta krwią z własnej piersi jest symbolem poświęcenia. Na wstędze jest dewiza stanu: "Unia, sprawiedliwość, zaufanie".
Przyjęta 1 lipca 1912. Proporcje 2:3.
W kwietniu 2006 roku flagę zmodyfikowano, wprowadzając krople krwi na piersi pelikana.
