W lidze rywalizowało osiemnaście drużyn – szesnaście z poprzedniego sezonu i po jednej z Cymru Alliance i Welsh Football League Division One: Oswestry Town F.C. (mistrzowie Cymru Alliance) i Port Talbot Athletic (wicemistrzowie Welsh Football League Division One). Drużyny te zastąpiły Conwy United oraz Caernarfon Town.
