Mistrzostwa Świata U-19 w Rugby Union Mężczyzn 1999 – trzydzieste pierwsze mistrzostwa świata U-19 w rugby union mężczyzn zorganizowane przez IRB i FIRA. Zawody najwyższych trzech grup odbyły się w Walii w dniach od 26 marca do 4 kwietnia 1999 roku, grupa D rywalizowała natomiast w Szwajcarii w dniach od 20 do 27 marca 1999 roku.

W mistrzostwach po raz pierwszy wystąpiły zespoły z Anglii i Nowej Zelandii[1]. Zwyciężyli w nich Nowozelandczycy, a najlepszym graczem turnieju został wybrany przedstawiciel triumfatorów Jerry Collins[2].
